Super ESCO operates in several essential sectors for the development of energy efficiency in Morocco. It gives priority to strategic sectors, most of which are energy-intensive, and which are part of the State’s exemplary logic in terms of energy efficiency.
A MESSAGE FROM THE CEO
In accordance with Royal directives aimed at restructuring the Kingdom’s energy sector, SIE has evolved to become the Société d’Ingénierie Energétique (SIE), the Kingdom’s Super ESCO dedicated to implementing energy efficiency projects.

Introducing SIE
The Energy Engineering Company (SIE), also known as the “Super ESCO” or “State ESCO,” is a state-owned entity specializing in energy services.
The acronym ESCO stands for “Energy Service Company” and refers to a company specialized in energy services. It is a professional entity offering a wide range of energy-related solutions and services to assist its partners and clients, in both the public and private sectors, in reducing their energy consumption.
In Morocco, SIE is a public instrument with the aim to sustainably reduce the energy consumption of public and private organizations, improving their energy performance.
SIE focuses exclusively on the implementation of energy efficiency projects in key sectors such as :
- Public buildings
- Public lighting
- Sustainable mobility
- Industry
- Support for SMEs and other ESCOs
Governance
Affiliated with the Ministry of Energy Transition and Sustainable Development, SIE has a capital of 125 million MAD, distributed between the Ministry of Economy and Finance (71%) and the Hassan II Fund (29%).
SIE’s Board of Directors holds at least two meetings a year to make decisions on the company’s financial and operational management. These meetings are held to finalize the financial statements for the previous year, review and approve the budget and forecast for the upcoming year.
In addition, the Board has the ability to establish specialized committees, such as the Audit Committee or a Working Group, and to define their composition and operating rules. These committees may be delegated certain responsibilities and powers by the Board of Directors, thereby reinforcing the company’s governance and efficient management.

- Expertise and technical legitimacy to design a project that is relevant and in line with the client’s specific context and environment.
- Knowledge in regulatory, contractual, and project structuring (including financing) to establish a clear contractual framework where risks are appropriately shared, managed, and understood by the client.
- Impartiality as a Super ESCO, with a focus on the public interest, to select optimal solutions for the client, while also promoting local businesses.
For energy efficiency solution providers, SIE acts as:
- A mediator between the client and the supplier, ensuring service quality, contributing to project efficiency, and guaranteeing supplier payment.
- A consultant to the end client in establishing relevant intervention specifications.
- A financer, when necessary and appropriate, for the project.
To the entire ecosystem involved in energy efficiency projects (public authorities, investors, funders, service companies, equipment suppliers, etc.):
- Designing and executing emblematic projects with substantial energy savings or public visibility.
- Highlighting “Success Stories” to attract interest among stakeholders and stimulate energy efficiency initiatives.

SECURING THE MOST APPROPRIATE/ BEST FINANCING
Financing investments (such as construction work, re-engineering, equipment acquisition and installation, etc.) is crucial for the feasibility and profitability of an energy efficiency project. In a market at a recent stage of development, the traditional local (private) financial sector often lacks offerings specifically tailored to such projects, and existing financing instruments may not be suitable. As a result, financing conditions can be challenging, potentially hindering or even jeopardizing projects.
It is for this reason that SIE, as a Super ESCO, is actively engaging with financing institutions, particularly :
- The private financial sector, to enhance its understanding of the risks associated with energy efficiency projects, and to encourage the development of suitable financing solutions;
- National and international public financing institutions, to direct development financing instruments, warranties and concessional loans, and put them to good use for the projects carried out by its partners.

CREATING A LASTING ECONOMIC IMPACT
The development of a robust market for energy efficiency solutions and the availability of financing sources are key to increasing the number and scale of energy efficiency projects can increase. The benefits for the national economy are threefold:

To achieve this, SIE implements specific mechanisms, including:

- A project management and monitoring methodology, including post-equipment delivery, allowing periodic evaluation of installation performance and the gap between actual and initially envisaged performance levels.

The Cooperation Department is instrumental in nurturing partnerships and collaborations within the energy sector. Its efforts are focused on strengthening the energy efficiency ecosystem, thereby accelerating the country's energy transition.
Lastly, the Resources Department is responsible for managing SIE's human and material resources, ensuring the team is equipped with the necessary tools and skills to meet its objectives. This department plays a vital role in talent development and nurturing within the organization.
